这2个没有关系，不改作业是老师出了问题，用鞭子打可能是学生出了问题，后者扯不清楚，社会不支持。

第五章 高中阶段教育

    （十一）加快普及高中阶段教育。高中阶段教育是学生个性形成、自主发展的关键时期，对提高国民素质和培养创新人才具有特殊意义。注重培养学生自主学习、自强自立和适应社会的能力，克服应试教育倾向。到2020年，普及高中阶段教育，满足初中毕业生接受高中阶段教育需求。

    根据经济社会发展需要，合理确定普通高中和中等职业学校招生比例，今后一个时期总体保持普通高中和中等职业学校招生规模大体相当。加大对中西部贫困地区高中阶段教育的扶持力度。

    （十二）全面提高普通高中学生综合素质。深入推进课程改革，全面落实课程方案，保证学生全面完成国家规定的文理等各门课程的学习。创造条件开设丰富多彩的选修课，为学生提供更多选择，促进学生全面而有个性的发展。逐步消除大班额现象。积极开展研究性学习、社区服务和社会实践。建立科学的教育质量评价体系，全面实施高中学业水平考试和综合素质评价。建立学生发展指导制度，加强对学生的理想、心理、学业等多方面指导。

    （十三）推动普通高中多样化发展。促进办学体制多样化，扩大优质资源。推进培养模式多样化，满足不同潜质学生的发展需要。探索发现和培养创新人才的途径。鼓励普通高中办出特色。鼓励有条件的普通高中根据需要适当增加职业教育的教学内容。探索综合高中发展模式。采取多种方式，为在校生和未升学毕业生提供职业教育。
